Invitation for bids for construction works in Moyo District

The DED (German Development Service) is implementing a Refugee/IDP Programme in West Nile and
Northern Uganda.

As part of its UNHCR-funded activities, the DED Refugee/IDP Programme now invites applications from eligible companies/firms to submit offers for the Rehabilitation of Moyo Hospital in Moyo District. The works include:

 Installation of solarised submersible pump.
 Installation of solar system.
 Overhaul of internal drainage system.
 Overhaul of external drainage system.

The scope of works is specified in the bid documents. Interested companies/firms can submit bids for all
components or particular components only.

Basic requirements:
1. Companies must be registered and possess a valid trading license.

2. The companies must be VAT registered with URA.

3. The companies must have been in service for the last 4-5 years and provide certificates of completion
for works undertaken in the above period of time.

4. The companies must provide an original bank statement for the last seven months demonstrating a
minimum bank balance of 20 million UGX.
Interested companies/firms are asked to submit the following:

2. Proof of a URA VAT registration for companies that meet the threshold certificate of registration.

3. Certified copy of Certificate of Incorporation.

4. Valid income tax clearance certificate.

1. The Government of Uganda has allocated funding for the implementation of rural gridextension projects and intends to apply part of the funds towards payments under the contract for consultancy services for construction supervision of the following grid extension lines:

Muhanga – Rwamucucu – Kisiizi – Kyempene with tee-off to Rugyeyo via Nyakishenyi (118km)

Myanzi – Kiganda (35 km) Bids shall be prepared as one Lot comprising the above lines.

TERMS of reference for the provision of safe water & sanitation facilities to Tiriri Health Centre IV theatre and maternity wards:

INTRODUCTION: Background:The Guardian, Barclays and the African Medical and Research Foundation (AMREF) are partnering for a four year communitybased development project in Katine sub-county, Uganda, in order to improve the lives of Katine residents while simultaneously giving Guardian readers and AMREF supporters the chance to see how long-term community development works throughout the lifetime of one project.

Katine sub-county is part of Soroti district, one of the poorest districts in the country with more than 77% of the population living on less than a US$ One (1) a day. Katine was selected because of the high levels of poverty, low health and education indicators, the negative impacts the civil war and rural–urban migration are having on the area, and because, as an area reliant on agriculture, it is being badly affected by changing climate patterns. Furthermore, across rural Uganda, there is a gap between the formal services being provided by government structures and the local community.

This project has five (5) major objectives

i.) Improve community health

ii.) Improve access to quality primary education

iii.) Improve access to safe water, sanitation and hygiene

iv.) Empower communities to engage in local governance

v.) Improve income generating opportunities.

This holistic approach to community-based development will ensure sustainability through empowering the community to engage in local governance, and providing them with knowledge around health, hygiene, safe water and agriculture, as well as improving the quality of education available to young people in Katine.

AMREF drilled a production borehole during the fi rst implementation year of the Katine Community Partnerships Project funded by the Guardian news and media and Barclays bank, with an intention of operationalizing the theatre and also providing a reliable supply of water to the theatre and maternity ward at Atirir Health Centre IV, thereby improving health services delivery.

Scope of works:
The works include, but not limited to;

• Water resources assessment and investigations, baseline and socio-economic surveys, estimation of water demand and preparation of the feasibility report.

• Water source development, pump testing and water quality analysis (there is a production well already drilled, and an alternative borehole that can be used as the source).

• Topographical surveys detailed hydraulic and water quality designs, preparation of fi nal design reports and tender documents for the construction phase.

AMREF is now wishes to procure consultancy services for the feasibility study, detailed engineering design of the Abia piped water supply and sanitation system covering the following aspects; feasibility study, engineering designs for construction purposes as highlighted above.

The Specifi c Objectives of the assignment include;

• To carry out a baseline survey to obtain data on water, sanitation, diseases, hygiene practices and social aspects of the target population.

• To conduct a water demand assessment and examine the feasible water supply technology options with clear advice to the client, establish capital costs and recurrent costs for operation and maintenance of each technology options. A clear comparative financial analysis of the power options should be indicated.

• To carry out a detailed engineering design for the Abia water supply scheme with very clear indication of the scheme layout and hydraulic system.

• To develop hygiene and sanitation promotion, operation and maintenance strategies for the scheme including advocacy regarding management strategies.

• To develop architectural drawings for the sanitation facilities proposed.

• To develop tender documents for the construction phase with cost estimates for the entire works up to completion.

2. The Uganda National Roads Authority now invites proposals to provide Consultancy Services for Preparation of the third phase of the Road Sector Development Programme (RSDP3).

3. The overall objective of Road Sector Development Programme (RSDP) is to promote cheap, efficient and reliable road transport services with the specific objectives of:

i. Providing a national road network capable of meeting the present and future traffic demands while harmoniously integrating road safety and environmental protection requirements;

ii. Establishing and developing a strong road administration for effective and efficient management of the national road network; and

iii. Enhancing and developing the local construction industry.

4. This Study is part of Government of Uganda’s process of reviewing the performance of the RSDP2 and rolling it into the third phase of the Ten Year Road Sector Development Programme(RSDP3).

The overall objectives of this study are to: i. Evaluate the performance and impact of the second phase of the road sector development program (RSDP2)

II. Evaluate the impact of institutional reforms; and

iii. Formulate the third phase of the road sector development Programme (RSDP3).
